and calls for the use of totally pervasive round-the-clock average speed cameras to force drivers to drive in an ecologically sustainable manner (i.e. no speeding!).
The report also calls the mandatory introduction of a satellite GPS based system that would electronically prevent inappropriate driving (not only exceeding speed limits, but accelerating too fast etc). This, according to the report, would have the added benefit of making it possible to tax all motorists for every single journey. As thenewspaper.com puts it:
""The report also called for a "clear timetable" for the introduction of Intelligent Speed Adaptation technology that would use global positioning satellites to take away control of vehicle speed from the driver, making it impossible for a car to exceed the limit on a given road. The same information communications technology (ICT) infrastructure could be used for congestion pricing, tolling of every journey and charging for insurance by the number of miles driven. The commission explained that such systems would require a substantial and ongoing financial investment.""
Oh brave new world! It seems that we are all to be monitored everywhere we go now in the name of reducing the Co2 emissions that supposedly contribute to climate change!
